Smart Bidding is Google's name for automated bid strategies that use auction-time machine learning to optimise for conversions or conversion value. The family: Target CPA, Target ROAS, Maximize Conversions and Maximize Conversion Value — the last two optionally constrained by a target, which is how the first two are implemented these days. What makes it "smart" is not the goal; it is when the decision happens. A fresh bid is computed for each individual auction, at the moment the query fires.
How Smart Bidding works
At auction time, Google's models see context nobody outside the auction can act on: the actual query text, device, location, time, language, browser, operating system, audience-list membership, and combinations of all of these. A human bidding strategy works in averages — a keyword bid, a device modifier. Auction-time bidding prices each impression individually: aggressive for the signal-combination that looks like your buyer, minimal for the one that does not. At that single task — per-auction pricing — the machine operates with data and speed no manual approach reaches.
The dependency chain is the part that gets forgotten. The models learn from your conversion data and steer toward your targets within your budgets. Conversions in, bids out:
- Mis-tracked conversions — double-counted leads, page views promoted to primary — and the system efficiently buys more of the wrong thing.
- Fantasy targets — a Target ROAS set from ambition instead of margin — and it dutifully strangles volume to keep your impossible promise.
- Starved budgets, and learning slows; sparse conversions, and delivery swings.
"Smart Bidding doesn't work" is, on inspection, usually one of those three sentences with the subject changed.
Smart Bidding and an AI agent are different layers, not rivals
Smart Bidding automates one decision inside Google's auction. An AI agent connected to your account works across it: reads the reports, audits the conversion actions the bidder learns from, sanity-checks targets against margin maths, watches pacing, drafts the ads. The agent cannot outbid Smart Bidding at auction time — it does not see auction-time signals. Smart Bidding cannot notice that your conversion action double-counts or that your target contradicts your economics — that is above its pay grade. The layers compose: the bidder prices auctions, and the agent supervises the bidder's inputs.

- Watching without twiddling. Weekly reads of target versus delivery, drift flagged early — and resisting the daily target-fiddling that keeps resetting what the system learned.
